The answer is yes. A seller does have the opportunity to say, to a prospective Realtor wanting to secure a listing on the property that they are seeking a discount on the real estate commission. Most Real Estate companies do not want to have to deal with discounted commissions. The fact is it has always been done. Typically commissions are 6% of the sale price of a home. Sometimes it can be 5% or 7%. The Selling Broker typically assigns a certain percentage of the sales commission to be given to the broker who brings a ratified legal contract. The amount of the commission is typically agreed to at the time of listing by way of a listing agreement. That is the time for the seller to say I do not intend to pay 5,6,7,%. I only want to pay "x" percent. Why Not?! Sellers have leverage to do just this. If Realtors and their Principal Brokers want the business then they will comply.
